Visiting Professor, Climate Change Institute
I have been an attorney since 1977, with a focus on energy and environmental law, as well as litigation. In 2011 I joined the University of Maine to help develop a cross-campus and cross-disciplinary program of renewable energy courses, and have been teaching courses to both Portland law students as well as Orono graduate and undergraduate students. The courses have included renewable energy policy and law, energy economics and law, and climate change policy, science and law. Over several decades I developed a wide-ranging legal practice focusing upon environmental and energy permitting, compliance, enforcement and litigation; as well as litigation for clients with commercial, medical and legal disputes, and insurance coverage, personal injury and toxic tort problems. I have been permitting counsel for on-and off-shore wind projects and hydro power and wood-to-biofuel facilities, as well as many other commercial development projects; he continues as the attorney for UMaine's DeepCwind deepwater wind projects. I am the author of a forthcoming law journal article on the renewable energy regulatory process and climate change; and the lead author of The Maine Environmental Handbook and the recent Lexis Nexis Treatise "Treatment of Greenhouse Gases Under the National Environmental Policy Act". I am also a founder and Co-Chair of the Environmental and Energy Technology Council of Maine, the state's leading organization for that growing sector of Maine's economy. For many years I have been recognized by Best Lawyers in America for my work in environmental and natural resources law, commercial litigation and appellate law, and by Chambers USA for both my environmental and litigation practices; and by New England Super Lawyers for environmental work. In 2010 I was elected the 3rd President of the American College of Environmental Lawyers, which involves the top environmental lawyers in the United States.
